Representatives Jay Obernolte (R-CA) and Lori Trahan (D-MA) unveiled the bipartisan "Great American Artificial Intelligence Act" on June 4, 2026. Its central provision: a three-year preemption of any state law specifically regulating AI model development. By name, it kills California's AB 2013 (requiring AI companies to disclose training data summaries) and portions of SB 942 (content watermarking requirements). States trying to pass similar laws during that window would be blocked.

Labor unions called it "a giveaway to the AI industry." The ACLU raised civil liberties concerns about the regulatory vacuum it creates.
